Grande distribution : Tesco pleurniche contre « l’impôt sur la croissance »

Tesco, enseigne britannique de grande distribution, est la première chaîne de supermarchés en Hongrie. Elle est aussi la première à accuser publiquement le gouvernement hongrois de vouloir saper la croissance dans le secteur. En réalité, au-delà des pleurnicheries, les grandes enseignes étrangères de la distribution se sont surtout fait avoir par leur propre logique globalisante du domaine de la vente au détail. Ils apprendront que le gouvernement de Viktor Orbán n'est pas réputé conservateur pour rien.

Taxes spéciales : la deuxième offensive d’Orbán

Après les banques et les assurances en juin dernier, c'est au tour des télécoms, de l'énergie et de la grande distribution d'être concernés par le nouveau dispositif de taxes spéciales prévu sur trois ans par le gouvernement de Viktor Orbán. Ce dernier et son ministre de l'économie ont respectivement annoncé, mercredi et jeudi, que ces trois secteurs fondamentaux de l'économie magyare seront ponctionnés davantage pour endiguer la dette publique de la Hongrie. Le plan sera officiellement soumis au Parlement lundi et adopté logiquement.

MAV et Volan réunis dans une holding fin 2011

Pal Volner, secrétaire d'Etat en charge de l'infrastructure au ministère du développement national, a déclaré mardi que l'entreprise publique des chemins de fer hongrois MAV et la compagnie nationale de bus Volan seront détenus par une seule et même holding à la fin de l'année prochaine.

Audi va investir 900 millions d’euros à Györ : qui dit mieux ?!

La Hongrie a décidément la cote auprès des constructeurs automobile allemands. Deux jours seulement après l’annonce par Opel d’un agrandissement de son unité de production en Hongrie, c’est au tour d’Audi d’annoncer, jeudi, un investissement à hauteur de 900 millions d’euros, d’ici 2013, dans son usine de Györ.

GM investit 500 Million EUR dans ses unites de production en Hongrie

General Motors has unveiled a new EUR 500 million investment in transforming its Hungarian site into a European engine-manufacturing center for Opel.

In a brand new facility (to be completed by November 2012), GM Szentgotthard will launch the production of three new engine models, and raise its capacity to half a million engines per year. The present project will double the value of investments that GM has made in Hungary over the past 20 years. Enhanced production capacities will increase staff numbers by 1,000 at GM Szentgotthard and create around 2,500–3,000 new jobs at GM’s Hungarian suppliers. The Hungarian government has granted the company investment support of EUR 26.65 million, a contribution expected to see a return to the national budget three years after GM launches production in the new facility.

KCI ouvre un centre de service a Budapest

Kinetic Concepts Inc. (KCI), a US-based medical technology firm has chosen Budapest to host the company’s global service center, a hub of global transactions.

The company will concentrate its service capacities in order to maintain its edge in the medical technology business. The new service center will employ a staff of 50 in the first phase, about 100 next year, and the headcount should rise to several hundred over the next few years.
KCI picked Hungary after considering many potential locations; it found that the Hungarian labor force and the country’s business-friendly environment meets its standards.

Pez ouvre une usine en Hongrie

Austrian confectioner Ed. Haas inaugurated on September 17 a HUF 1 billion plant in Hungary, where it will make its trademark PEZ candy.

The plant, in Janossomorja (NW Hungary), is one of just two PEZ plants in the world. The other is near New York.
It will produce 2,000 tons of PEZ a year to be exported to 90 countries around the world. About a hundred people will work at the plant.

QSCH Devrait investir 1 milliard de HUF dans une nouvelle ligne de production

QSCH Kft, the Hungarian subsidiary of Swiss Adval Tech has unveiled plans to develop its production capacities by building a new, 5,000 sqm plant at its site in Szekszard.

The new production lines will supply BMW’s German factories with accessories for the next-generation models of BMW 1, BMW 3, and later on, the 5, 6 and X1 series. The production of the items has already been launched at the existing facilities, and will be stepped up further in the new plant which is expected to be inaugurated in November. The expansion entails the hiring of 50 new employees, and a total staff-growth of 500 within the next 5–8 years, Bernd Kunze, executive director of QSCH said at a press conference on Thursday. Adval Tech’s Hungarian offshoot had revenues of EUR 12 million in 2009, and the company’s executive is upbeat about the future developments of the European car industry.

Le nombre d'abonnement de téléphone portable a atteint le nombre de 11.9 millions

At the end of June 2010, the number of mobile subscriptions was 11.9 million. Calls initiated from mobile networks accounted for more than three-quarters of the total call duration.

While cable and other fixed VoIP phoning is becoming more popular, fixed lines further decreased in number. During one year, Internet subscriptions increased in number by 548,000 and almost reached 3.0 million; 54pct of these were broadband connections (xDSL and cable TV).
Mobile Internet accounted for more than a million subscriptions.

Nokia Siemens Networks ouvre un nouveau centre de R&D en Hongrie

Nokia Siemens Network Solutions, one of the world’s leading ICT network equipment makers, has picked Hungary as one of its key R&D hubs in the railway telecommunications (GSM-R) sector.

This decision could add a further 100 employees to the company’s staff, and enhance its R&D capacities. One innovation, the so-called ‘Self-Organizing Network’ (which allows communications networks to operate automatically and with full precision), is currently being developed by the company’s Hungarian development unit and will probably be completed alongside other cutting-edge technologies in the future.
Beyond direct economic benefits, the investment offers the prospect of Hungarian railway operators adopting GSM-R technology to increase the efficiency of their services and the level of comfort offered to passengers.

Investissement américain dans une usine de Bio-ethanol a Dunaföldvar

Pannonia Ethanol Zrt. has broken ground on Hungary's largest and most environmentally friendly bio-ethanol production facility in Dunaföldvár. The plant is scheduled to begin production in 2011 and will produce 240 million liters of bio-ethanol a year. It will use 575,000 metric tons of corn annually, contributing to a more stable and long term market for Hungarian corn which will help increase rural incomes.

La société syrienne Biotech inaugure une usine en Hongrie

Syrian-owned Biotech inaugurates plant in Hungary

Syrian-owned Biotech on Thursday inaugurated an almost 2,000sqm medical implants plant in Diósd, near Budapest.

The plant will employ about a hundred people at the start, but headcount could soon reach 200-250, and annual revenue could climb to HUF 5bn in 2011.

The plant's Syrian owner Alkaysi Ghazi, who lives in Hungary, cut the ribbon at the ceremony together with state secretary at the National Economy Ministry Balázs Botos. Syrian Deputy-Prime Minister Abdullah Al-Dardari was also present.

Construction of the plant was supported with HUF 63m in European Union funding.

Biotech develops and manufactures orthopedic implants.

BKV annule le contrat avec Alstom

BKV cancels metro train contract with Alstom

The Budapaest Public Transport Company (BKV) has cancelled a contract with Alstom on an order for underground trains after the French engineering company "failed to do all that was expected of it in the interest of fulfilling the contract", BKV said in a statement sent to MTI on Wednesday.

BKV said it had done everything within its power to meet its obligations under a cooperation agreement with Alstom, and it had called attention to Alstom's obligations in its contract several times. Given the situation, BKV has no other option but to cancel the contract for trains to run on the capital's second and planned fourth underground lines, it said.

BKV CEO István Kocsis said BKV had called down a 50% advance payment for the trains as well as performance-linked bank guarantees. It is demanding Alstom pay a penalty as well, he added.

Alstom signed the contract to deliver the carriages in May 2006 after winning a tender with a bid of €247 million. (MTI-Econews)

Personal income tax changes to cut budget revenue by HUF 300bn

The government's proposed changes to the personal income tax from 2011 would cause a direct HUF 300 billion fall in budget revenue in 2011, György Kopits, head of the Fiscal Council, an independent body that assesses the budget, told a meeting of Parliament's audit and budget committee on Tuesday.

The drop is calculated with accrual-based accounting, Kopits said. Using cash flow-based accounting, the government proposal would reduce budget revenue by HUF 275 billion in 2011 and by HUF 500 billion in 2012, he said, speaking again of the direct effect.

The revenue would fall in large part because of the proposal to introduce a lower, 16% flat-rate tax on personal income from 2011. But bigger tax preferences for families alone would cut budget revenue by more than HUF 130 billion. Cutting the tax rate for other forms of personal income, such as interest, will cause budget revenue to fall a further HUF 65 billion-70 billion. (MTI-Econews)

Elcoteq's plant in Pécs will add cooler assembly to its production portfolio of mobile phones and telecommunication appliances, business daily Világgazdaság learned.

The Finnish parent company have recently signed a long-term contract with German emb-papst, which is a leading producer of fans and coolers globally. The contract includes the production of other products as well. It is still unknown how much of the capacities in Pécs will be used for the new order.

Smallest telcos exempted from crisis tax at last minute

Last-minute changes to the "crisis tax" on telecommunications companies, approved by Parliament late Monday, exempt Hungary's smallest telcos while making all of the others pay more, the changes to the proposal published on the website of Parliament show.

Under the original proposal, telecommunications companies were to pay 2% on revenue up to HUF 500 million, 4% on revenue between HUF 500 million and HUF 5 billion forints, and 6.5% on revenue over HUF 5 billion. In committee before the final vote, a 0% rate was introduced for revenue up to HUF 100 million, while the rate for revenue between HUF 100 million and HUF 500 million was raised to 2.5% and the rate for revenue between HUF 500 million and HUF 5 billion was raised to 4.5%. The highest rate was left unchanged.

In a speech before Parliament's audit and budget committee on Tuesday, György Kopits, who heads the independent Fiscal Council, complained that changes had been made to the proposals on the crisis taxes at the last minute, without any review of their possible fiscal effects, as required by the law.

The bill on the crisis taxes was submitted to Parliament at the weekend and was passed on Monday. (MTI-Econews)

Le Ministre Tamas Fellegi plaide pour un rôle plus important de l’Etat dans l’économie

Minister urges bigger role for state

National Development Minister Tamás Fellegi called for a reassessment and a strengthening of the role of the state, in step with other European countries.

Speaking at the 48th Convention of Economists in Szeged, Fellegi pointed to the examples of France, Germany and the United states as countries that took unprecedented market intervention to stimulate their economies. He added that Hungary needs market protection measures too.

The new government believes the solution is strengthening the role of the state, through concentrated management of assets and a resource and development policy that are on the same track, he said.

Fellegi stressed that the aim is not to create a “government-controlled” economy. Rather the government wants more state involvement than before to balance economic processes, restore competitiveness and improve living standards. (MTI – Econews)

En Hongrie, l’affaire des boues rouges prend une tournure politique

Une semaine après la catastrophe qui a frappé le sud-ouest du pays, certains hongrois ont le sentiment que l’accident chimique a tourné à l’affaire politique.

Chaque jour, les journaux hongrois égrènent les rebondissements de la catastrophe qui a frappé, le 4 octobre, le petit village de Kolontar. Près d’un million de m3 de boues rouges, déchets de la production d’alumine, se sont échappées d’une raffinerie d’alumine de la société Magyar Aluminium Zrt (MAL). Des boues chargées en métaux lourds et soude qui se sont déversées dans plusieurs affluents du Danube, menaçant le plus grand fleuve d’Europe.

Pourtant une semaine après l’accident chimique, le flou demeure sur les circonstances et les responsabilités entourant le drame dans lequel 9 personnes ont perdu la vie. « Le gouvernement hongrois a interdit toute déclaration publique sur le sujet », avance un expert indépendant. Le gouvernement se charge désormais de la communication. Ainsi, le comité scientifique de l’académie des sciences chargé de l’enquête aux premières heures de la catastrophe, n’est plus autorisé, pour l’instant, à faire part de ses conclusions (sur la teneur en métaux lourds des boues ou l’ampleur des dégâts). De fait, les hongrois rencontrés à Budapest, à 160 kilomètres au sud-ouest du lieu de la catastrophe, ont le sentiment d’être au cœur d’une affaire écologique mais qui prend un tournant très politique. D’autant que le pays sort à peine d’élections : le parti conservateur hongrois, au pouvoir depuis avril dernier, a remporté très largement les élections municipales début octobre.

« La seule chose dont nous sommes sûrs c’est que le bassin de rétention des boues s’est brisé. Pourquoi ? Personne ne le sait », poursuit l’expert. Barrage n’ayant pas résisté aux mouvements du sol, installations vieillissantes mal entretenues, inspections laxistes n’ayant pas permis de réagir à temps… toutes les hypothèses circulent. En attendant de déterminer les responsabilités, la communauté européenne vient de dépêcher sur place cinq experts. Ils devront évaluer dans les prochaines semaines les dégâts sur les terres contaminées mais aussi la faune et la flore marine. Ils seront également chargés d’élaborer des pistes de dépollution.
